78' Toyota Landcruiser, Headers need EO#?

A 1978 Toyota Landcruiser NON-Catalyst has aftermarket headers. I am assuming the headers would need EO# cause its aftermarket to pass a visual but since its NON-Catalyst is there any exceptions?

Non catalyst vehicles do not need CARB headers.

For what reason is that?  So does this mean all non catalyst vehicles don't need eo for aftermarket parts or does this pertain only to the headers?

The header EO# only matters on Cat equipped cars because the header is installed before the last emission related component (which is the Cat), therefore it can affect it. On the non-cat equipped vehicle the last emission related component is the motor itself- anything after is of no concern as long as it's testable.

I will back-up the last two postings.
Non-Catalyst vehicles DO NOT require CARB EO#'s on Headers.
And yes, it is stated somewhere in the book.

No EO # required but check whether the vehicle is equipped with Air Injection or not.
If it is equipped with Air Injection, all the plumbing must be properly hooked up.
