Keep a running log of all vehicles that come into your shop
OK guys, at this point in the game, it is obvious that the STAR program is going to be a huge pork chop that California is going to eat, but the process has to first wind it's way through the system before some of the language in AB 2289 can be ruled illegal and unconstitutional by the court.
So what is most important for EVERY SHOP to do as of this moment, is to keep a daily log of all cars that come into your shop for smogs, so that each and every one of us is keeping track of which ones are STAR cars, or are not STAR cars, and also which ones we have to turn away.
That way, each of us across the State are collecting evidence for further civil action against the BAR, BAR personnel, and several other defendants that each of us can individually sue for actual and projected damages in court.
This week alone, our shop is seeing about 50% of all cars coming in that are STAR designated, but the thing that is complete bullshit is that some of these STAR directed cars are 2001-2005 cars, which also include partial zero emission cars which have a manufacturer emission warranty of 150,000 miles, so why in the hell does a 2005 Honda Civic that I smogged yesterday need to be a 2005 vehicle, when the shitty 1985 Chevy truck was not a STAR directed car?
It is simple to keep a daily log of cars that come into your shop so you can keep records that your attorney can use in the future in court so you can recover your losses.
Your list may look something like this:

If you keep a log like this, you will also be able to keep a percentage ratio of cars that are STAR directed by what year they are as well as the type of car, so we can show later on in court that the STAR program is not being administered as was designed to spotlight older vehicles that were more likely to pollute, than newer cars that are not likely to pollute over the maximum limits at all.
Also by collecting the license numbers of the cars, we can show in court a year from now, that our facts and figures were in fact based on actual vehicles since the license numbers of these cars can be simply ordered to be produced by the judge in court so our information can be verified and entered into evidence so we can collect damages and projected losses against the BAR, and anyone else remotely connected to this farce called STAR.
As the weeks go by, with you collected daily data that shows how many cars came into your shop for a smog and how many you had to turn away because you can't do STAR cars, you can also prove actual and projected damages against your shop, your business reputation in the community, the lost customers who will not return because you couldn't smog their car, etc.
This data log will only take a few minutes out of your day, but will be worth its weight in gold later on in court when you plead your case upon how the BAR and STAR caused your business to suffer economically, or in worse case, had to lay off employees or close all together.
